Player Plot : Professional Vigilantes
I am going to start this off with an opt-out. This plot will involve drugs, but the focus is on busting dealers of fictitious drugs rather than drug use/addiction, I know there are people here that avoid drug-related content. Please respect anyone who opts out and use warnings on posts or starters.
So Hank's found evidence of a drug he's never seen before while investigating a missing person's report, a weird inhaler that's suspicious. He's going to do a little bit of digging and discover that there is a woman named Madeline Madrigal "MaMa" attempting to set up a drug trade. She entered the city almost a year ago, same as everyone else, and wasted no time in getting out and learning how to get around and staying out of the iterations way and going right back into her business.
Hank doesn't want the iterations involved when he takes over the investigation. He doesn't want them tasing every person they come across and he'd prefer real judgment from people actually capable of thinking and is actively trying to get the department and the public to warm up to change. This will be harder after he discovers that MaMa has successfully killed some people and left a mutilated body here and there (and they've not been getting resurrected) and some still missing. He's going to get a promotion and he'll have the authority to deputize a couple of people to go kick around some dealers to help take her down.
He'll tell them that there are a couple of known crime families operating in the city, one in the North, the Malakye, and one in the South, the Agataela. Both of them want MaMa gone. They can provide more info on her (and can make deals or be shaken down as necessary). While the higher-ups require talking to the mods, talking and/or strong-arming underlings that work for them is fine. Since there is so much surveillance, most of their gang activity is mafia-style, legit businesses with backroom/under the table stuff going on.
If any of MaMa's people are caught, they will probably reveal that she has some sort of tether on them to keep them obedient. Whether it's something like blackmail, threat of torture, or a family member under threat, they all are loyal out of fear. The storm and blackout only made the situation worse, as many people MaMa disapproved of went missing immediately afterward. Some characters can find bodies on occasion, so long as they aren't found all the time laying around everywhere.
Killing her can absolutely be a part of the plan.
Again, the drugs that MaMa would have been peddling are all fictional. None of them will be actual real-life drugs. So you're gonna find Red Ice and off-market Venom but nothing anyone can actually go out and buy. The plot is mostly about beating up the dealers and bringing in (or killing) MaMa and not about addictions.
The police department will be offering good rewards for this, too, so long as people don't misuse their deputy privileges too badly. I won't be putting up any sort of big post except for a small IC announcement to the network, this can be in the background of the things characters involved are doing and will hopefully open the doors to some work for those vigilantes.

I was planning on tailoring a MaMa take-down to suit who was involved/what they ended up doing to get info and knock over dealers so I bet Jason could make for some great stuff.
Plotting & Plans & Partaking & other P-words
As for anyone else in on the plot. I was thinking of pulling Wanda in by having her find a body or being in the wrong place at the right time where something shady goes down. She will never be the kind of person who does nothing, that just isn't her, so she'll instantly get involved and want to help.
If anyone has ideas or what's to do something specific let me know. If she does find something she'll likely send messages to those she knows or the police versus getting everyone involved since it is unsafe. She also works as a bodyguard part time for the mayor so I am thinking she might have some handwaved low level contacts at the police?? if anyone wants to do something with that maybe?
I'm just tossing out ideas so come at me and let's plot!

Also lmk if she does end up finding a dead body. And if she does talk to her police contacts, since they gave him the investigation it'll work its way around to him eventually so that'd be fine, too.

SO YEAH Connor's able to see evaporated thirium, which looks like something that shows up under blacklight, so it seems like a logical conclusion that he can see other things that would usually only show up under UVA lighting. I feel like this is an ability he does not use much, for many reasons. Also, he can definitely see traces of Red Ice and he can detect all sorts of fun forensic stuff by putting things in his mouth. Useful for crime scenes and grossing out everybody around you!
On that note, his circulatory system is made of the very stuff that makes Red Ice, so there's the possibility of letting that little tidbit of information get out and maybe using Connor as bait?
It could even be accidental bait, especially if there's maybe a mole in the police - Connor happens to mention his blood is made of the same stuff while he's talking about Red Ice and then oh, just happens to get attacked not too long after.
Also, Connor's gunning to get himself promoted to crisis negotiation and he wants to be able to use his less violent skills, so if he can convince somebody to stand down or to give up helpful information, that would be awesome.

I'm sure we could fit some crisis negotiation in there. I'm hoping to tailor the MaMa takedown to people involved so he could end up convincing some of her people to turn on her, too.

Hank will probably immediately tell Connor there's a weird drug situation, anyway. He knows that the drug problem is minimal because, well, surveillance police state. So someone getting around it is strange enough. He'll suspect they've been here a while, though, not that they're actually from a different sort of surveillance police state.
Poor Connor's probably gonna get dragged over for some questions every once in a while but he'll try not to lean on him too hard. That facial recognition will be super useful while he's working Missing Person's.

But that's hypothesizing. I'm very open to your ideas.
And I'm happy to arrange some rescues for him. Steve needs to do some rescuing. He can even extract one of those makers, since even if they're drug chemists? Currently not a single one is acting completely of their free will. They're being held hostage in various places.
