This is Drifter. Or Wu Ming. Or Eli. Or Germaine. Or Dredgen Hope. Or whatever his name is at the moment. He's the Man with No Name and he's here in Dualis and while he'll have one legit job, for another he'll be making black market weapons.
He'll be making some basic ones for your usual prices, but with a Light-based twist. Solar (heat), Arc (electricity) and Void (gravity) based weapons like a hand cannon pistols and bows and a small fusion rifle for 200-400 duos. But let's say you want something bigger. A lot bigger.
Like Rocket Launcher bigger.
For 1000 Duos and a particular construction ingredient, he can make you a machine gun, a rocket launcher, or a grenade launcher. Like, say, he might need the corpse of an iteration. Or some of those leftover clone android bits. Drifter's a scavenger, and if you get him the good stuff, he can make you a really good weapon. (With mod permission.)
He'll be doing this under the table so he probably will be cagey to any cops or official guard types with it. Unless, of course, he thinks they can cut a really good deal and he can get away with it.

Also could be a chance for rambling CR, because as a former Dredgen, he's familiar with Hive swords and the Sword Logic, which is sort of super intense Survival of the Fittest thing that the Hive live by. So he does know how important swords can be.
Like a scholar named Toland described it:

Pretty much he knows people live by the idea a gun can't have the purpose in it a sword can, because bullets and zaps go away because a sword sticks with you.
