That is a traffic hazard. Especially considering...

Things like that, well, I'd never put something that so confuses traditional traffic flow close to where people might get wasted and choose to drive. Not without some method of pretending vehicles from actually hitting the building, like concrete or metal posts. Which that lacks. It makes no sense.
